Cleveland, Ohio: Unaided by tugs which have been idled by a strike, the Adriana crawls up the Cuyahoga River with a cargo of plate glass and beer from Germany. Noted idle tugs in rear, right. Movement of ships up and down the river was slowed down when 200 licensed tugmen employed by the Great Lakes Towing Co., stuck, halting 45 tugs of the company. A company spokesman said that ships would be able to maneuver the crooked Cuyahoga, but it would take more than double the time.</p>
